Degree Recognition in India (UGC and Government Exams)

Woolf is a European-accredited higher education institution. Our degrees are globally recognized and carry standard ECTS (European Credit Transfer and Accumulation System) credits, allowing for global mobility.

However, because the regulatory framework in India is highly specific, it is important to understand exactly how your European degree functions within the Indian system.

Woolf is a higher education institution accredited in Malta by the Malta Further and Higher Education Authority (MFHEA). Woolf degrees carry ECTS (European Credit Transfer and Accumulation System) credits.

India has its own rules for recognising qualifications from foreign institutions. This article explains how a Woolf degree fits within them, so you can check that the degree suits your plans before you rely on it.

Your Woolf degree

Your degree is awarded by Woolf. If you study through one of Woolf’s colleges, your degree and transcript are issued by Woolf.

For Indian purposes, a Woolf degree is a foreign qualification. It is not a degree from an Indian university, and it is not a UGC-recognised Indian degree.

Private sector employment

A Woolf degree can be used when applying for jobs in the private sector in India. Private employers set their own hiring requirements and decide for themselves which qualifications they accept. If a particular employer’s requirements matter to you, check with them directly.

UGC equivalence

Since 2025, the University Grants Commission (UGC) has handled equivalence for foreign qualifications in India, under the UGC (Recognition and Grant of Equivalence to Qualifications obtained from Foreign Educational Institutions) Regulations, 2025. This role was previously held by the Association of Indian Universities (AIU).

Graduates apply to the UGC themselves, through the UGC Equivalence Portal. The portal’s FAQ sets out who can apply and what documents are needed.

Please keep the following in mind:

  • The UGC assesses each application individually. Woolf cannot apply on your behalf, and cannot predict or guarantee the outcome.

  • The UGC’s FAQ states that degrees obtained entirely through distance learning or unaccredited online platforms may be scrutinised separately.

  • At present, students should not expect a Woolf degree to receive UGC equivalence. If your plans depend on it, do not rely on equivalence being granted until you hold an equivalence certificate.

Indian government jobs and exams

Indian government employment and recruitment exams, such as the UPSC examinations, generally require either a degree from a recognised Indian university or UGC equivalence for a foreign degree.

If your main goal is to use this degree for Indian government jobs or exams, this programme may not be suitable. Before relying on the degree for that purpose, check the eligibility rules of the specific exam or position, and the section on UGC equivalence above.

PhD programmes and academic roles in India

Universities in India that are regulated by the UGC usually require UGC equivalence for foreign degrees when considering PhD applications. If you plan to apply for a PhD at such a university, check its admission requirements first. Without UGC equivalence, your application may not be accepted.

The same generally applies to academic appointments at UGC-governed universities and colleges. If you are considering an academic career in India, check the requirements of the institution and role.

Studying further outside India

If you plan to apply for further study outside India, admissions offices typically assess foreign degrees using their own procedures or through credential evaluation services such as WES. Each institution makes its own decision, so check the requirements of the programmes you are interested in.
